Unfortunately, these public and homeowners association (HOA) lands can be poorly managed and lose their recreational and ecological functionality, becoming invasive species dominated waste areas with degraded facilities and trash. If these areas also include stormwater management facilities, lack of upkeep can create significant environmental health and public safety concerns.
