Since the 1960’s the former industrial and commercial area along Schuylkill Road (Route 23) had been steadily declining, and by 2010 was a landscape characterized by high rates of vacancy, ill-maintained properties, contamination, and blight.

East Pikeland Township had tried various regulatory and tax relief efforts to promote economic vitality and aesthetic renewal, but had achieved only moderate success.

Beginning in 2011, Theurkauf Design & Planning assisted the Township with a supplement to its Comprehensive Plan that created the policy framework for infrastructure improvements, land use strategies, and aesthetic standards to spur economic growth along the corridor. The East Pikeland Township Plan for Open Space and Economic Development advanced use and intensity incentives along with infrastructure enhancements to achieve environmental remediation and multimodal accessibility within a mixed-use growth and development district.

TDP then helped the Township implement the Comprehensive Plan Supplement through ordinance amendments that established a mix of commercial and multi-family residential uses, revitalization incentives, streetscape and architectural design standards, signage regulations, landscaping, pedestrian accessibility, and Complete Streets design.

Today, the Schuylkill Road corridor is steadily improving, with a substantial commercial and apartment project completed and multiple new proposals under consideration. Thanks to grants facilitated by the Township’s planning and regulatory efforts, in 2021 a sidewalk project was completed that provides pedestrian access along Schuylkill Road from the French Creek Shopping Center northward to a multi-use trail at Route 724 and Crossover Boulevard.
